INGLEWOOD – The Inglewood City Council agreed to pushback a scheduled public hearing that wasn’t properly agendized on the September 30 city council agenda.
The City scheduled two public hearings for September 30 on changing the density and zoning for parcels formerly known as Morningside High School, Clyde Woodworth Elementary School and vacant land adjacent to Monroe Middle School.
The agenda noted the public hearing would be changed to October 7 but a last minute switcheroo pushed the public hearings back further to October 28.
Inglewood Mayor James T. Butts Jr. appeared slightly confused that the agenda was not accurate.
A resident noted this was not the first time the agenda was changed after it was posted to the City’s website.
”This has to be some sort of Brown Act violation because this is beginning to happen quite frequently,” said the resident that declined to be identified.
Mayor Butts and all department heads meet every Monday ahead of the week’s city council meeting to run through the agenda so it is unclear how the council appears to be “blindsided” when changes are publicized during the weekly Tuesday council meetings.
California requires at least 20 days’ notice being provided to the public on proposed zoning changes.

Residents in the immediate area of the proposed project came out in force to oppose digital billboards in the area, which resulted in the applicant, Hollywood Park Casino, pulling its application.
It is not known if those same residents will object to the proposed development of 571 townhomes planned next to Morningside High despite 10 percent of the new homes being allocated for very low-income households.
The City has become a beacon for traffic congestion after the new developments being approved creating more headaches when it comes to traffic and lack of traffic management surrounding the Sports and Entertainment District.
Residents attended a town hall meeting held by District 4 Councilwoman Dionne Faulk and voiced their concerns loudly over the impact these projects are having on their quality of life since the city council approved the SoFi Stadium project in early 2015.
When the project was approved, the City’s Planning Department lied and told the council that there was sufficient onsite and off-site parking and that traffic levels had decreased between the traffic study that was conducted in 2006 and 2014 when it was updated ahead of the council approving the Champions Revitalization Initiative.
The City has reached maximum capacity and is busting at the seams. Its police department is severely understaffed to adequately handle the amount of people it is squeezing into a city that is less than 10 square miles.
The City’s Charter also has a formula that dictates the ratio between the residents and the Inglewood Police Department that has exceeded allowable standards. In short, there aren’t enough sworn officers to handle the City’s growing population.
Of all people, Inglewood Mayor James T. Butts Jr. should know that.

Megan Divine, representing HAS INWD Property Owner, LLC (Applicant), filed General Plan Amendment No. 24-00002 on October 28, 2024, to amend the Land Use Element Map from Low Density to Medium Density for the project site (approximately 23-acres).1
