LOS ANGELES – The City Council voted Tuesday to explore how to implement Measure ULA, a ballot measure that passed in November and seeks an additional tax on property sales that exceed $5 million in Los Angeles. The measure is currently facing litigation, but if it survives, the tax is expected to generate between $600 million and $1.1 billion annually. LOS ANGELES – A man was wounded when he was shot while walking through a parking lot in the Glassell Park neighborhood of Los Angeles, authorities said Tuesday. The drive-by shooting was reported at 9:13 p.m. Monday in the 2300 block of San Fernando Road, said Officer A. Delatorre of the Los Angeles Police Department’s Operations Center. A male inside a vehicle fired multiple rounds at the 55-year-old victim, Delatorre said. Paramedics took the wounded man to a hospital where his vital signs were stable, he said.

PICO RIVERA – A pedestrian killed on the San Gabriel River (605) Freeway in Pico Rivera was publicly identified Tuesday. He was 40-year-old Israel Hernandez. The death occurred just after 3 a.m. Monday in the southbound lanes at Rose Hills Road, California Highway Patrol Officer Elizabeth Kravig told City News Service. The CHP issued a SigAlert at 3:22 a.m. shutting down all southbound lanes in the area. The HOV lane was reopened to traffic at 4:20 a.m.

CARSON – A multiple-vehicle crash on the Harbor (110) Freeway in Carson sent people to hospitals Tuesday morning and shut down southbound lanes for nearly an hour. The crash was reported at 12:28 a.m. on the southbound Harbor Freeway at 223rd Street, according to the California Highway Patrol. Witnesses reported to the CHP that up to six vehicles were involved in the crash. Video from the scene showed one sedan rolled over and was mangled and showed firefighters preparing at least three patients for transport to hospitals. LOS ANGELES – The husband of a housekeeper who worked for Archdiocese of Los Angeles Catholic Auxiliary Bishop David O’Connell was arrested Monday in connection with the bishop’s shooting death at his home in Hacienda Heights. Carlos Medina, 65, was arrested Monday morning following an hours-long standoff at Medina’s home in the 2400 block of Kenwood Avenue in Torrance, Los Angeles County Sheriff Robert Luna said. ARCADIA – A horse collapsed during a race Monday and died at Santa Anita Park, state officials confirmed to City News Service. Big Talker, a 5-year-old gelding, “collapsed while competing in the sixth race at Santa Anita on Monday.
