Inglewood to increase contract with Hawthorne police department an additional $3 million

INGLEWOOD – The Inglewood City Council is expected to increase its outside law enforcement contract with the Hawthorne Police Department by an additional $3 million.

“On September 30, the city council will extend its contract with the neighboring police department which brings the total “Approve Amendment No. 1 to Agreement No. 25-003 with the City of Hawthorne to adjust the hourly rate and to extend the agreement an additional year (with the option to extend another one-year term) for $2,991,600 (maximum compensation not to exceed $5,191,600), to continue to authorize the Chief of Police (or designee) to request supplemental law enforcement services from the City of Hawthorne,” according to the staff report prepared by the Inglewood Police Department.1

Hawthorne Police Officer earned $246,000…in overtime

The hourly rate is increasing from $125 per hour for officers, sergeants and lieutenants, to a tiered system. The new rates are:

  • $135 per hour for an officer
  • $150 per hour for a sergeant
  • $175 per hour for a lieutenant
*For SoFi Stadium events, IPD will request one (1) HPD Lieutenant to serve as the HPD Officer in Charge (OIC). In addition, for every five (5) HPD Officers requested, IPD will also request one (1) HPD supervisor (Lieutenant or Sergeant).

*For Kia Forum or Intuit Dome events, IPD may request one (1) HPD Sergeant in lieu of a
Lieutenant to serve as the HPD OIC.

*In the event an officer staffing request cannot be fully met, HPD may assign Sergeants and/or
Lieutenants to fill officer positions. In such cases, reimbursement by IPD shall be at the Police Officer rate for those filled positions.

“The supplemental law enforcement services provided by the City of Hawthorne enhances and improves response time within the venues’ footprint. Upon approval of the attached agreement, the City of Hawthorne will continue to have the ability to provide additional law enforcement services on an as-needed basis. City of Hawthorne service rates are attached as Exhibit “A” to the agreement.”

Hawthorne police motor officers are routinely observed chasing down drivers who attempt to pick up and drop off attendees at events in the Sports and Entertainment District.

The City alleges the contract is “cost neutral, as the City will invoice the respective venues for reimbursement for services rendered.”

It is unclear if the venue operators are reimbursing 100% of the costs or if Inglewood taxpayers are subsidizing the difference.
