Inglewood sets Public Hearing to reallocate federal COVID funds

INGLEWOOD – The City of Inglewood has set a Mar. 25 Public Hearing seeking community input on the reallocation of nearly $1.1 million in federal funds related to the COVID pandemic.

The City of Inglewood is an entitlement city of the United States Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) funding. As an entitlement city, the City, through the Community Development Block Grant (CDBG) Division, must comply with federal regulations for the use of these funds. 

On June 14, 2022, the City adopted the Citizen Participation Plan to provide for and encourage citizens to participate in the development of the Consolidated Plan, the Annual Action Plans (AAP), any substantial amendments to these Plans, and the Consolidated Annual Performance Evaluation Reports. The City must follow its adopted Citizen Participation Plan in the preparation and reporting of Consolidated Plan activities. 

The City of Inglewood was allocated two rounds of CDBGCV funds totaling $1,863,178 which HUD allows them to spend over six years.

On August 20, 2020, the Mayor and Council Members approved the allocation of CDBG-CV for a city-wide rental relief program for income-eligible households directly impacted by the COVID-19. After nearly thirty (30) months, the list of 1,100 rent relief applicants was fully exhausted, and the program successfully assisted 112 households with short-term rental assistance. 

The City is seeking to use the remaining $1.1 million on an HVAC system for the Inglewood Main Library.

According to the staff report, “The Library Renovation Project is currently in the Pre-Construction Phase (Phase 2) when much of the design and planning for the project is prepared. Phase 2 is expected to be completed by April 2025. The Construction Phase of the project (Phase 3) is scheduled to begin in May 2025. Phase 3 is expected to be completed by August 2026. This timeline would allow the City to replace the HVAC system, and expend the balance of CDBG-CV funds prior to HUD’s expenditure deadline.”

The City is responsible for encouraging community participation in using its allocation of Consolidated Plan grants for the CDBG, CDBG-CV, and HOME Programs. 

To comply with the Citizen Participation Plan, the Substantial Amendment must include a 30-day Public Review Period of the draft amendment, which will start on March 14, 2025, and continue through April 12, 2025. 

To review the draft amendment residents should contact the Community Development Block Grant (CDBG) department at 310-412-8844.

The deadline to spend the funds is August 2026.
